On September 11, 2020 BIS published a Final Rule (FR Doc 2020-16286) implementing multilaterally-agreed changes from the December 2018 Wassenaar Arrangement Plenary session. That rule made broad Commerce Control List updates across dual-use technology categories including advanced electronics, information security, navigation systems, and aerospace propulsion technology.
In the process of editing the CCL, BIS inadvertently introduced errors into six ECCNs:

The correction was published and effective simultaneously on December 4, 2020.
The substantive policy content lies entirely in the parent September 2020 rule, which implemented Wassenaar 2018 Plenary decisions controlling a range of advanced technologies agreed by the 42-nation Wassenaar Arrangement member states. The correction itself introduces no new restrictions.
However, the memory-terminology fix in 3A001 is not trivial from a classification perspective. Replacing specific chip-type names (EEPROMs, flash, MRAMs) with the consolidated concept "non-volatile memories" + Technical Note expands the definitional clarity of what memory technologies fall under the ECCN — reducing ambiguity for exporters classifying emerging non-volatile memory architectures (e.g., ReRAM, PCM, FeRAM) that post-date the original enumeration.
