Turkey runs a standing legal category, "goods whose export is subject to registration" (İhracı Kayda Bağlı Mallar), under the umbrella Tebliğ İhracat: 2006/7. Adding a GTİP (HS) code to the annexed list does not ban export — it routes every shipment through a mandatory pre-clearance registration with the relevant exporters' association (here İMMİB) before customs will process it, giving the ministry a real-time monitoring and slow-down lever without a formal prohibition. Tebliğ 2021/8 added fertilizers (nitrogen and composite, GTİP 3101–3105); Tebliğ 2021/9, published the same Gazette issue, added the two key fertilizer feedstocks — sulphuric acid/oleum and pure ammonia. The Ministry's stated rationale (per contemporaneous Turkish trade press) was prioritising domestic fertilizer-industry feedstock supply amid a global fertilizer-price spike in late 2021.
