UKSI 2022/748 was laid before Parliament on 30 June 2022 and entered into force on 5 July 2022 under the Sanctions and Anti-Money Laundering Act 2018, amending the existing Republic of Belarus (Sanctions) (EU Exit) Regulations 2019. It was debated in the House of Lords on 20 July 2022. The package mirrors the trade-restriction architecture the UK had already applied to Russia: an export ban on dual-use items for all end-uses, an export ban on a named list of critical-industry goods and technology (quantum computing, microelectronics, marine/navigation equipment, aircraft and aircraft components), an expanded import ban on petroleum and other mineral products, a new import ban on arms, iron and steel products of Belarusian origin, and financial-sanctions extensions: a ban on new debt/securities issuance by Belarusian companies in the UK market and a prohibition on UK persons providing financial services to the National Bank of the Republic of Belarus or the Belarusian Ministry of Finance.
