The 11th package amends the core Russia sanctions instrument, Regulation (EU) No 833/2014, rather than creating a standalone regime. Its headline addition is the Article 12g anti-circumvention tool: for the first time the EU can restrict export of specified sanctioned goods and technology to a named third country if that country's jurisdiction is assessed as carrying continued, particularly high circumvention risk for Russia-bound trade — extending enforcement reach beyond the EU's own exporters to the transshipment layer.
The package extends both the import-ban goods list (revenue-generating Russian exports) and the export-ban list (dual-use, defense-adjacent and advanced-technology goods), and creates a new extraterritorial-reaching mechanism (Article 12g) — a structural expansion of the sanctions regime's enforcement scope, not merely additional listings.
