Presidential Decree No. 31/2024 establishes two parallel institutional structures with a single signing event:
1. The Advisory Council for Entrepreneurship Support in Conditions of Martial Law — a body under the President with cross-government membership, tasked with removing regulatory bottlenecks for businesses operating under martial-law restrictions and for enterprises that have relocated from occupied or front-line territories.
2. The All-Ukrainian Economic Platform "Made in Ukraine" — the operative body that coordinates the President's domestic-industrial-preference agenda across all economic sectors. Its structural mandate spans six priority areas: (a) defence-industrial complex localisation, (b) processing/refining-sector value-added expansion, (c) IT and digital economy, (d) agricultural-machinery domestic manufacturing, (e) construction materials, and (f) light-industry textiles/footwear.
Implementation is delegated to the Cabinet of Ministers, the Ministry of Economy of Ukraine, the Ukrainian Chamber of Commerce and Industry, and the State Property Fund — ensuring both executive and quasi-public-sector buy-in.
Public-procurement preference margins. Subsequent Cabinet Resolutions operationalise the Decree's procurement mandate by establishing 10–15% price-preference margins for compliant Ukrainian-origin goods and setting localisation-percentage thresholds for key product categories. The Verkhovna Rada Localisation Law (Закон України про локалізацію в публічних закупівлях) runs in parallel, imposing 25% Ukrainian-origin floor requirements on machinery, transport equipment, machine-building, and heavy-equipment categories rising to 40% by 2028 — though this floor has attracted EU accession-negotiation scrutiny under the WTO Government Procurement Agreement (GPA) obligations that EU membership would require.
eRobota state-grants programme. Administered under the Platform's mandate, eRobota provides direct grants to micro/small enterprises:
Total programme volume is approximately UAH 35 bn/year (~USD 850 mn at 2024 exchange rates). Grants are disbursed via the Diia digital-services platform, combining payment delivery with identity/business verification.
National Cashback programme. Consumers receive 10% cashback on qualifying purchases of Ukrainian-origin goods, routed through the Diia app. This demand-pull mechanism complements the supply-side procurement preferences and the eRobota supply-push grants.
Severity 3 is appropriate for a framework statute that creates the institutional architecture rather than delivering a specific quantitative shock. The Decree is the statutory parent of a substantial cluster of wartime industrial measures — any future Cabinet Resolution on procurement preferences or extension of eRobota grants traces its legal basis here — but the Decree itself does not set tariff rates, impose export controls, or commit a fixed capital envelope. Its significance is structural and temporal: it defines the governance scaffolding for Ukraine's war-economy industrial policy for the 2024-2026 period.
The UAH 35 bn/year eRobota volume is material (~USD 850 mn at 2024 rates, or roughly 2% of Ukraine's pre-war GDP), but the figure covers the entire programme umbrella including pre-existing tranches; the Decree did not itself appropriate funds.
