KADI (Komite Anti Dumping Indonesia, under the Ministry of Trade) conducted a sunset-review investigation into the definitive anti-dumping duty on Hot Rolled Plate (HRP) steel originally imposed via PMK 111/PMK.010/2019, which was due to lapse five years after its effective date. The review concluded that dumping by Chinese, Singaporean and Ukrainian exporters continued and that injury to Indonesia's domestic HRP industry would likely recur if the duty were allowed to expire. On that basis the Minister of Finance signed PMK No. 9 Tahun 2025 on 10 February 2025, giving legal effect (10 working days later, 22 February 2025) to a further five-year extension of the duty at the same rates as the prior instrument: China 10.47%, Singapore 12.50%, Ukraine 12.33% ad valorem, applied to HS 7208.51.00 (thickness >10mm) and 7208.52.00 (thickness 4.75–10mm), both hot-rolled, uncoated and unprocessed beyond hot-rolling, width ≥600mm.
HRP is a heavy-plate input used in shipbuilding, pressure vessels and structural fabrication — downstream of the flat-steel chokepoint China dominates as the world's largest exporter. The measure protects Indonesia's domestic plate mills (led by Krakatau Steel) from continued underpriced imports from the three named origins.
This is the first trade-remedy (anti-dumping/CVD/safeguard) action from Indonesia on the register; KADI/KPPI otherwise appear only via industrial-policy and export-control filings (nickel, tin, copper concentrate). It sits alongside a wave of 2025-26 Asian steel trade-remedy filings (Vietnam MOIT, Malaysia MITI, South Africa ITAC, South Korea KTC) capturing the region's response to Chinese flat-steel overcapacity.
