支农支小再贷款 ("support-agriculture, support-small-business relending") is a standing PBOC structural monetary-policy tool: the central bank relends to eligible local corporate financial institutions at a below-market rate, conditional on those funds being on-lent to agriculture-related, small/micro and private-enterprise borrowers. Since 1 April 2025, PBOC merged its previously separate 支农再贷款 ("support-agriculture relending") and 支小再贷款 ("support-small-business relending") windows into this single facility with streamlined management.
The 7 May 2025 announcement adds CNY 300bn to the merged facility's quota, bringing the cumulative total to CNY 3 trillion (per contemporaneous Chinese financial press coverage of the PBOC notice).
