The Transformationsfonds sits alongside the foundation's other 2025 programmes (e.g. the technology-open "Zukunftstechnologien für die bayerische Wirtschaft" R&D grant, filed separately) as a distinct module targeted specifically at companies undergoing structural transition — digitalisation, decarbonisation, and adoption of future technologies — rather than at R&D projects generally. The EUR 350 million capital stock is drawn from the Bayerische Transformations- und Forschungsstiftung's endowment and disbursed over several years until exhausted. All Bavarian companies across sectors and regions are eligible; companies with up to 400 employees receive standard treatment, while large enterprises qualify only where a project is deemed a strategically significant undertaking for the Bavaria location, subject to a EUR 1 million minimum investment threshold and EU state-aid (AGVO) constraints.
