The NEV Policy 2025-2030 is a horizontal EV industrial-policy framework launched by Pakistan's Ministry of Industries and Production (MoIP) via the Engineering Development Board (EDB), with the launch press release issued by the Press Information Department on 19 June 2025. A steering committee chaired by the Special Assistant to the Prime Minister on Industries and Production (Haroon Akhtar Khan) was convened in September 2024 and drew on more than 60 experts and institutions before finalisation; the policy document was finalised on 13 August 2025.
The core instruments are:
digital platform to subsidise 116,053 electric two-wheelers and 3,171 electric three-wheelers, with 25% of the envelope ring-fenced for women applicants. This is the largest single-year direct EV consumer subsidy in Pakistan's history.
removing the principal range-anxiety barrier on intercity corridors.

The policy is administered by MoIP/EDB and supervised by the NEV steering committee. The Auditor General of Pakistan retains a six-month performance-audit cadence.
