Hubei's provincial government restructured its guidance-fund system in 2025 (per the "Hubei Province Reconstructing Government Guidance Fund System Work Plan") and used the new structure to seed a dedicated humanoid-robotics investment vehicle — the first participating fund established under the reform. The fund is capitalized in two phases: CNY 5 billion first-tranche capital was called, registered as a private fund with AMAC, and made investment-ready by end of July 2025; the remaining CNY 5 billion is to follow in a second phase. Capital contributors split roughly evenly between state guidance-fund LPs (provincial investment-guidance fund, Wuhan Industry Fund — 20% each) and financial/state-industrial GPs (Changjiang Securities, Hubei S&T Investment Group — 30% each).
A parallel, related announcement on 26 July 2025 saw Wuhan Investment Control Group and the East Lake High-Tech Development Zone (Wuhan's "Optics Valley") sign a strategic-cooperation agreement to route follow-on capital into the same humanoid-robot fund family, alongside Wuhan Investment Control's broader book of 33 emerging-tech funds (CNY 28.35 billion combined AUM in the zone).
