Decree No. 302 (25 April 2023), "On temporary management of certain property," is Russia's standing legal instrument for placing Russian-based property of companies from "unfriendly" jurisdictions — or, as here, property tied to individuals under Russian criminal investigation — under state or state-linked administration. Decree No. 464 is one such amendment, signed and published (and thus in force) on 9 July 2025, adding 100 percent of the authorized-capital shares of JSC PETRUS to the Decree 302 schedule and naming SafPet Aktiv LLC, a Kazan-based Tatneft subsidiary already active in PET-packaging (it acquired SafPet LLC in 2019), as temporary administrator.
Unlike the FDI-sanctions-driven additions to the same list (e.g. Fortum, Air Liquide, Canpack, Rockwool — all owned by companies from "unfriendly" states), this addition is nominally triggered by a domestic criminal case: a Vakhitovsky District Court (Kazan) order arresting PETRUS's assets ahead of a possible damages judgment against Igor Kolomoisky, whom Russian investigators name as the company's ultimate beneficial owner. The practical effect is identical — control passes from the foreign holding company (Cyprus-registered Pet.Rus Plastic Holdings Ltd) to a Russian state-adjacent administrator — but the legal hook (asset arrest in a criminal matter) differs from the sanctions-reciprocity hook used in the majority of Decree 302 amendments.

already operating in the same PET-packaging niche, giving Tatneft a direct operational foothold in downstream PET/BOPET packaging alongside its upstream petrochemical (PTA/PET feedstock) business — consistent with the "vertical integration via seized assets" pattern also seen in other Decree 302 company-specific amendments.
