Brazil BNDES approves BRL 76.4m financing for Biometano São Leopoldo landfill-biogas plant

Biometano São Leopoldo S.A. is a special-purpose entity owned by Solví Essencis Ambiental and Arpoador Biopar, created to purify biogas captured at the CRVR (Companhia Riograndense de Valorização de Resíduos) sanitary landfill — a Solví-controlled facility in the Porto Alegre metro region — into pipeline-grade biomethane. BNDES structured the BRL 76.4m package as concessional development financing: BRL 61.1m from the Fundo Clima (a National Policy on Climate Change instrument tied to the Ministry of Environment and Climate Change) and BRL 15.3m from Finem (BNDES's standard project-finance line). The purification system is supplied by Gruen, described in the release as Brazil's only industrial-scale domestic manufacturer of PSA (pressure swing adsorption) purification technology — a modest local-content angle. BNDES estimates 80 construction jobs and 16 permanent operating jobs.

Filed as subsidy/state-directed development financing, consistent with the register's existing pattern of single-project BNDES loans (Corsan water/sewage, CSN Volta Redonda, Eve Air Mobility eVTOL, FS Bioenergia BECCS) — same development-bank industrial-policy mechanism applied here to a landfill-gas-to-biomethane decarbonization project.
