Electra, a French ultra-rapid EV-charging network operator competing with Tesla's Supercharger network in Europe, closed a syndicated green loan of up to EUR 433 million (EUR 283m firm + EUR 150m optional tranche), arranged by ING with MUFG, ABN AMRO, Societe Generale and Rabobank as commercial participants, and Bpifrance, Caisse d'Epargne Hauts de France and Banque Populaire Val de France as the French public/cooperative-bank legs of the syndicate. Bpifrance's specific euro contribution within the facility was not disclosed. Proceeds fund deployment of 800 additional ultra-fast charging stations, taking Electra toward a 2030 target of 2,200 stations and 15,000 high-power points across dense urban areas, transit hubs, business districts and motorway corridors.
Severity is kept low (1): Bpifrance is one of several co-lenders in a majority-private commercial syndicate (ING as lead arranger, four other private banks), not a standalone state subsidy programme. Consistent with the register's existing treatment of Bpifrance co-investments in EV-charging build-out (WAAT, Banque des Territoires/Etotem) and other jurisdictions' public EV-charging support (US California CALeVIP, Canada CIB/Atikamekw).
EV-charging network build-out, adding to demand pull for power-electronics, connector and grid-interconnection hardware alongside the WAAT and Etotem financings already in the register.
incumbent partly backstopped by state capital, relevant to competitive dynamics against Tesla Supercharger and other private networks expanding in the same markets.
