The Act introduces a parallel, accelerated authorisation track for two investment categories: (i) strategic defence investments identified by the Council of Ministers and (ii) key public-security investments under the Minister of the Interior (covering civil protection / civil defence infrastructure). Three procedural levers do the heavy lifting:
1. Single combined administrative decision — replaces the cascade of construction, location, environmental and zoning permits with one integrated decision the competent voivode (or, for federal-tier projects, the responsible minister) must issue within 90 days of application. Appeals do not stay execution. 2. Closed-military-zone simplification — for projects sited inside tereny zamknięte (closed areas) with classified technical parameters, a simple notification to the relevant authorities replaces the full permit chain. 3. Environmental / water-law substitution — the Act swaps the full environmental impact and water-permit procedures for targeted mitigation and compensation measures tailored to the specific investment, allowing groundbreaking to start without discarding environmental safeguards entirely.
Layered on top is a Public Procurement Law exemption for unmanned aerial vehicles, unmanned weapon platforms and counter-drone technologies that have been tested, approved and cleared by the Ministry of National Defence (MON). The MON commits to internal competitive testing and supplier vetting to prevent the exemption from becoming a discretionary loophole.
