This is a below-market EIB development-bank green loan to Albasolar Srl, a special-purpose project company under promoter GreenIT SpA, financing a 383 MWp portfolio of roughly 14 utility-scale solar PV plants across Italy (individual plant sizes 5-80 MWp). The EUR 221.5m facility was signed in three tranches on 5 August 2025 (EUR 7.75m, EUR 42.75m, EUR 171.0m), against an EIB-estimated total project cost of ~EUR 400m and a proposed EIB financing ceiling of EUR 250m — i.e. the Bank is covering over half the project's capital cost.
As with other EIB renewable-energy financing already in the register (Iberdrola/SACE Sicily PV, Sunprime/Natixis solar portfolios, the Czechia CEPS and Greece IPTO grid loans), below-market multilateral debt functions as an implicit industrial subsidy, substituting for commercial project finance Albasolar/GreenIT would otherwise need to raise at market rates. Severity is set low (2): this is routine EU multilateral-development-bank co-financing of domestic renewable generation capacity, not a trade-restrictive or discriminatory measure and not targeted at a foreign competitor or strategic-material chokepoint.
continuing the pattern of EIB green-loan support for Italy's utility-scale solar buildout also seen in the Iberdrola/SACE and Sunprime/Natixis financings already logged in the register.
co-financing, consistent with EU energy-transition and REPowerEU capacity-addition priorities.
PV plants were not disclosed in the EIB project summary.
GreenIT SpA (parent/subsidiary structure) is inferred from the EIB and GTA source naming, not independently confirmed via corporate registry.
