Resolução Gecex nº 779/2025 is a technical amendment to Resolução Gecex nº 272/2021, the instrument that adapted Brazil's Common Mercosur Nomenclature (NCM) and Common External Tariff (TEC) schedules to the 2022 Harmonized System revision (SH-2022). This is the same recurring TRQ/ex-tarifário maintenance channel used by companion resolutions in the same Gecex 272/2021 family (e.g. nº 799, nº 812, nº 815, nº 816, nº 821, nº 844), approved at the 228th Ordinary Gecex Meeting held 27 August 2025.
Article 1 (Annex I — inclusions, Annex V of Resolução 272/2021):
Ex 001) — new 3.6% duty within a 25,000 tonnes/year quota, valid 1 September 2025–31 August 2026.
duty, no quota, valid 29 August 2025–28 August 2027.
valid 29 August 2025–28 August 2027.
Article 2 (Annex II — exclusions from Annex V): three antibiotic active-ingredient import lines lose their reduced-tariff eligibility and revert to the standard MFN rate:
The resolution entered into force on its publication date (Art. 4), with the chromium-sulfate quota's own validity window starting 1 September 2025.
a downstream chromium-compound input, not raw chromite ore — the quota gives Brazilian tanning/finishing industries a capped volume of duty-reduced imported supply rather than full liberalisation, consistent with Brazil's narrow, product-specific TRQ housekeeping pattern seen across the Gecex 272/2021 amendment series.
manufacturers with no annual cap, a more durable liberalising move than the capped chromium-sulfate quota.
piperacillin/tazobactam, ceftazidime, and meropenem — active pharmaceutical ingredients with no stated domestic-production justification in the resolution text, shifting cost pressure onto Brazilian generic-drug manufacturers and public procurement (these are hospital-grade antibiotics used against resistant infections).
API production capacity (the standard justification for removing supply-shortage tariff relief) or a different policy rationale — the published resolution text does not state a reason for Annex II removals.
