ATLANTIC is a Horizon Europe Innovation Action under Cluster 5 (Climate, Energy and Mobility), call topic HORIZON-CL5-2024-D3-02-09 ("Demonstrations of innovative floating wind concepts"). The 13-member consortium spans France, the Netherlands, Sweden, Germany, Norway and Greece, coordinated by French renewable-energy developer VALOREM SAS. The project will design, build and grid-connect a disruptive 5 MW floating wind unit with a pyramidal support structure at the SEM-REV offshore test site (Le Croisic, French Atlantic coast), targeting a levelised cost of energy of EUR 85/MWh by 2030 and EUR 57/MWh by 2035.
Eolink, a Brest-based SME and the project's core floating-platform technology developer, is the single largest beneficiary of the EU grant (EUR 9.6m of the EUR 15.0m total EU contribution) — the figure GTA's state-act record attributes to "France" and to Eolink specifically. CORDIS, the European Commission's own project register, is used here as the authoritative primary source for both the consortium-wide and Eolink-specific funding figures.
Severity is set at 2 (quant), consistent with the register's treatment of other single-country/single-beneficiary Horizon Europe Innovation Action grants in the EUR 10-15m range (e.g. the EuroHPC AI:AT Austria grant, 2025-11-18-eu-eurohpc-ai-factory-austria-grant) — meaningful EU-funded support for a named commercial SME's technology, but a standard-form competitive Horizon Europe call rather than a novel policy escalation.
co-funding functioning as de facto support for named domestic clean-tech manufacturers (Eolink joins Iberdrola, Kronospan and other EIB/Horizon Europe grant recipients already in the register) ahead of any national state-aid notification.
