Last amendment: Fund formally opened to investor proposals via QIC-run competitive process, following market sounding with 20+ organisations that began 17 March 2026 (announced via a separate Ministerial statement); no change to the AUD 200m envelope. on 2026-06-01.
This is a sub-national (Queensland state) industrial-policy vehicle nested inside the CopperString transmission build-out, the largest energy infrastructure project in North Queensland's history. CopperString's Eastern Link (Hughenden-Townsville) connects the North West Minerals Province -- one of the world's most significant base-metals and increasingly critical-minerals mining districts (Mount Isa copper/zinc/lead, with regional vanadium and rare-earth exploration) -- to the National Electricity Market, targeted for completion by 2032. The Western Link (Hughenden-Mount Isa) has no confirmed construction commitment; the North West Energy Fund is the interim mechanism to de-risk and pre-position local generation, storage, gas and renewables capacity for the mining towns west of Hughenden while that Western Link business case matures.
QIC -- Queensland's state investment corporation -- runs the Fund as a competitive, private-sector-partnered financing vehicle rather than a direct grant scheme: it conducted market sounding with 20+ energy developers, generators, distributors, and local councils from March 2026 before opening a formal call for proposals on 1 June 2026. Projects must demonstrate improved cost of delivered power and reach commercial operation, or otherwise deliver benefit, by 2030.
mining district: cheaper, more reliable local power lowers the cost base for existing Mount Isa-area base-metals production and derisks new critical-minerals project development in the same corridor.
(Future Made in Australia Act, Critical Minerals Strategic Reserve) with a state-level enabling-infrastructure layer -- power availability rather than direct offtake or stockpiling support.
Australian state-directed investment actions (QIC-Mourilyan silica sands, NRFC equity/loan deals), reinforcing a broader trend of state investment corporations acting as quasi-sovereign-wealth industrial-policy conduits.
call for proposals has not yet been disclosed -- watch for QIC contract announcements.
timeline) will determine whether the Fund is a bridging measure or a long-term substitute for grid connection in the North West.
