The Fonds Impulsion is a provincial equity vehicle administered by Investissement Québec (Quebec's state investment and export-development Crown corporation) on behalf of the Government of Quebec. It replaces and expands the earlier Impulsion PME program, which supported more than 60 early-stage technology companies in the province. Structured as a limited partnership, the fund pools existing Impulsion PME capital with a fresh CAD 50 million allocation carved out of the SQRI2 2022-2027 innovation strategy envelope announced in the province's 2025-2026 budget. Investissement Québec screens candidates identified through incubators, accelerators, and industrial research groups, then makes direct equity investments with a minimum four-year holding horizon — longer than typical early-stage VC cycles — intended to give portfolio companies more predictable, patient capital as they scale.
