France's export credit agency, Bpifrance Assurance Export, underwrote a GBP 5 billion guarantee covering lending arranged by a 13-bank pool (led by HSBC) for the Sizewell C nuclear new-build in Suffolk, UK. The guarantee is structured as classic export-credit support: it insures up to 95% of the non-payment risk on the portion of project debt tied to French companies' export contracts into the project (equipment, engineering, and construction services), rather than being a direct state loan. EDF — one of Sizewell C's equity partners alongside the UK government (44.9%), Centrica, Amber Infrastructure Group, and Canada's La Caisse — is the principal French industrial beneficiary.
The guarantee was announced on 4 November 2025 to coincide with Sizewell C's financial close, and sits alongside (not in place of) the UK National Wealth Fund's GBP 36.6bn term loan, which forms the majority of the project's construction-phase debt. Together the two facilities constitute the bulk of Sizewell C's roughly GBP 38bn (as of financial close) construction financing package, alongside government and private equity.
