PRÓ-BIOMAS — formally the "IDB-BNDES Program for Credit Access and MSME Strengthening in Brazil's Strategic Biomes" — is a wholesale credit line: the IDB lends USD 1 billion to BNDES, which on-lends through accredited Brazilian financial institutions to MSMEs in states hosting the Amazon, Cerrado, Caatinga, and Pantanal biomes. Funds are earmarked for fixed-asset acquisition (machinery, equipment, vehicles, goods and services) that drive modernisation and digitalisation of MSME production chains, with an explicit sustainability and environmental-preservation framing tied to deforestation, degradation, wildfire, and water-scarcity pressures in these regions.
The programme sits under the IDB Group's "Amazonia Forever" umbrella and builds directly on Pró-Amazônia — a narrower USD 900 million (USD 750m IDB + USD 150m BNDES) MSME credit facility for the Legal Amazon region alone, signed two days earlier on 10 November 2025 during the same COP30 window. PRÓ-BIOMAS extends that model to three additional biomes and roughly doubles the total committed quantum. As of the signing, the instrument was a letter of intent, not a disbursed facility: BNDES still needs to route a formal financing request through Cofiex (the Ministry of Planning and Budget's External Financing Commission) to secure the federal guarantee IDB sovereign-guaranteed lending requires.
Severity is set at 3, in line with the calibration used for other BNDES-administered financing programmes in the register (BRL 200m single loans score 1, BRL 1-2bn single-company loans score 2, the BRL 4.64bn Aena multi-airport package scores 3). At BRL ~5.3-5.4bn and spanning four biomes and dozens of states via wholesale on-lending, PRÓ-BIOMAS is comparable in scale to the Aena package, though its letter-of-intent status (pre-Cofiex approval) is a mitigating factor against a higher score.
