The NDRC convened an emergency industry co-ordination meeting on 11–12 December 2025, summoning representatives of the China Agricultural Means of Production Association (CAMPA), the China Phosphate & Compound Fertiliser Industry Association (CPIA), and major producers (Yunnan Phosphorus, Hubei Xingfa, Guizhou Kailin, Wengfu Group). The meeting produced an industry-level commitment to suspend outbound phosphate shipments "in principle" until August 2026 — the end of the domestic spring planting supply window.
This is framed as voluntary guidance under co-ordination by the state rather than a statutory export ban. In practice the commitment functions as binding: NDRC's authority over price and supply stability (National Price Law, 2023 revision) and the state-enterprise structure of leading producers mean non-compliance carries serious commercial and regulatory risk. The February 2026 NDRC Notice (发改经贸〔2026〕149号) reinforced the policy, directing producers and trade associations to prioritise domestic supply and price stability throughout 2026.
