Government Resolution No. 2012 (12 December 2025) renews and tightens Russia's temporary quantitative import-quota regime for agricultural seeds sourced from "unfriendly states" — the sanctions-adjacent country classification Russia has applied since 2022 to most Western economies (EU members, US, UK, Japan, South Korea, Australia, and others). The mechanism was first introduced in January 2024; this resolution sets the parameters for calendar year 2026:

Reducing the unfriendly-country import ceiling each year is the import-side lever that complements domestic seed-breeding subsidies.
