The EIB provides Piraeus Bank SA with a EUR 200 million portfolio guarantee under the "Growth4MidCaps" (G4M) risk-sharing product line, mobilising a total on-lending portfolio of EUR 560 million (i.e. leveraging the EIB commitment roughly 2.8x through Piraeus's own balance sheet). The guarantee absorbs a share of credit-loss risk and gives Piraeus concentration relief and capital relief, which lets the bank price loans to Greek mid-cap borrowers more cheaply — lower interest rates, longer maturities, and lower collateral requirements than it could otherwise offer. The EIB's own project page frames this as an innovative product for the Greek market and describes it as contributing to EU cohesion objectives.
This is the second iteration of the Growth4MidCaps line-of-credit product with Piraeus (project ref 20250058, "LRS II"), published 18 December 2025 and signed the next day, 19 December 2025. Global Trade Alert separately logs the same transaction as a "red"-flagged state-linked lending-support intervention (GTA intervention 151870 / state act 95969), treating it as a likely trade- and competition-distorting measure because it channels below-market-rate, supranationally-guaranteed credit to a segment of domestic borrowers rather than ordinary commercial terms.
