This is a structural monetary-policy relending facility, not a border measure or export control. The Carbon Emission Reduction Support Tool (碳减排支持工具) has existed since 2021 as one of PBOC's targeted "structural" tools: qualifying banks extend loans to carbon-reduction projects, then borrow back an equivalent share of the loan principal from PBOC at a concessional 1-year relending rate, quarterly, up to an annual system-wide cap of CNY 800bn. The 2026-01-15 notice does not raise that cap — it widens the categories of project eligible for the subsidized relending: energy-saving/efficiency retrofits, "green upgrade" projects, and energy-sector green/low-carbon transformation projects with a direct, measurable carbon-reduction effect are now explicitly in scope alongside the tool's original clean-energy- generation and equipment-manufacturing focus.
Global Trade Alert's state-act record for this intervention (tagged "state loan [Red]") lists Algeria, Angola and Argentina as nominally "affected" third countries under crude-petroleum, uranium and iron-ore sector codes; this reflects GTA's automated trade-competition tagging rather than any textual targeting in the PBOC notice, which contains no country-specific language and is a purely domestic credit-allocation tool.
