The ACE Terminal (Ammonia Cracking Energy Terminal) consortium — Royal Vopak, NV Nederlandse Gasunie and HES International — is developing an ammonia reception, storage and cracking facility at the Port of Rotterdam that converts imported green/blue ammonia back into hydrogen for industrial offtake. The EUR 25.62 million CEF Energy grant, allocated 28 January 2026 as part of a EUR 650 million package across 14 cross-border energy projects, funds a feasibility/engineering study phase for the terminal rather than construction works. Severity is set at 2/5: the quantum (EUR 25.6 million) is modest relative to large national industrial-subsidy or tariff actions in the register, and the measure is EU development-grant financing for shared energy infrastructure (a study grant, not yet a works grant) rather than a sector-targeted trade-control or protectionist subsidy.

infrastructure grants and loans (CEF Energy, CEF Digital, EIB) that make up the development-finance layer of the Western industrial-policy stack — this is the same 28 January 2026 CINEA call round that funded the RWE Gronau-Epe hydrogen-storage works grant in Germany (see 2026-01-28-germany-rwe-gas-storage-west-cef-hydrogen-grant).
application is expected for the construction phase.
