The EIB signed guarantee agreements with Banco Santander totalling EUR 450 million on 29 January 2026, split into two tranches. The EUR 400 million security-and-defence tranche is issued under the EIB's EUR 3 billion pan-European intermediated financing instrument dedicated to easing structural financing constraints faced by EU companies active in the security-and-defence supply chain; Santander is the fourth major European bank to sign under this programme, following prior deals with Deutsche Bank, BPCE and Piraeus Bank already in the register. The EUR 500 million clean-tech, telecommunications and digital-infrastructure tranche uses reverse-factoring supply-chain-finance instruments and is tied to TechEU, the EIB Group's programme to mobilise EUR 250 billion in investment by 2027. Together the guarantees are expected to unlock roughly EUR 900 million in new financing. This is a separate transaction from the EUR 200 million Santander defence-supply-chain guarantee (project 20250338) and the EUR 250 million tranche of the Santander pan-EU supply-chain guarantee (project 20231000), both signed 19 December 2025 and already filed in the register — those two entries explicitly flagged this 29 January 2026 package as a distinct, forthcoming EIB-Santander transaction targeting "European companies" broadly rather than the SME/mid-cap beneficiary class.
