The Lei de Conteúdo Local is a downstream legislative instrument under the revised Lei dos Petróleos (Lei nº 21/2014) framework. It sits one statutory layer below the 2026 Lei dos Petróleos revision (which introduced the 25% domestic-market quota and INP regulatory elevation — see 2026-05-07-mozambique-lei-petroleos-revisao-domestic-market-quota) and supersedes the ministerial-decree local-content regime that operated under Diploma Ministerial 55/2024 (see 2024-07-05-mozambique-dm-55-2024-petroleum-local-content), elevating local-content obligations from regulatory to statutory rank.
Three-threshold local-content definition. A good or service qualifies as "local content" if it meets any of the following criteria: 1. Production-factor threshold — at least 80% of the inputs (labour, capital, technology) used in producing or delivering it are of national origin. 2. Ownership threshold — it is provided by a company with minimum 40% Mozambican equity ownership. 3. Payroll threshold — it is provided by a company whose workforce is predominantly Mozambican.
Four compliance pillars (carrying forward the DM 55/2024 structure):
suppliers must be invited and receive fair consideration before international sourcing).
Regulatory architecture. The law creates an Agência de Conteúdo Local as the dedicated enforcement body, with authority to audit concessionaire compliance, impose penalties for non-compliance, and approve Compensatory Measures where local-content gaps are unavoidable given current national capacity constraints.
The law's urgency classification reflects the restart trajectory of Mozambique's two LNG megaprojects after years of insurgency-related delays:
partial security improvement in 2024-25; TotalEnergies exploring a phased restart. Local contracts under the original Area 1 development plan were projected to exceed USD 4 billion, with up to 7,000 direct jobs. The new law creates the legislative basis for mandating national participation in that contract wave.
Coral South FLNG is producing; Coral Norte and Rovuma LNG onshore remain subject to FID. The law applies to all future Area 4 contracts and any additional modules.
The Rovuma Interministerial Committees established in March 2026 (see 2026-03-03-mozambique-rovuma-interministerial-committees-areas-1-4) provide the government coordination mechanism through which this local-content statute will be operationally enforced on both areas.
