India auctions critical-mineral mining/exploration blocks under the Mines and Minerals (Development and Regulation) Act composite-licence / mining-lease route, run online by the Ministry of Mines. The eighth tranche is the largest single portfolio to date by mineral diversity — 13 minerals across 20 blocks — and includes 7 blocks re-offered after a failed first attempt (a recurring pattern: exploration-stage critical-mineral blocks in India have drawn thin bidder interest in several prior tranches). The auction format is a two-stage ascending forward auction where the winning bid is the highest percentage of the value of mineral dispatched (a royalty-style revenue share to the state), not a lump-sum premium.
This is domestic supply-side policy, not a trade restriction: it does not bind any counterparty directly, but it is the upstream half of India's stated strategy (National Critical Mineral Mission, Jan 2025) to reduce import dependence on China for battery, magnet and defence-relevant minerals. Filed as industrial-policy rather than a border measure.
