Mechanism

31 CFR Part 596 implements section 321 of the Antiterrorism and Effective Death Penalty Act of 1996 (18 U.S.C. 2332d) for governments designated State Sponsors of Terrorism. Per the rule's background: the President certified to Congress on July 8, 2026 that Syria had not supported international terrorism in the preceding six months; the Secretary of State rescinded the designation effective August 24, 2026 (91 FR 55965, August 31, 2026). OFAC's rule is the conforming clean-up: §596.505 is removed and reserved.

Downstream implications

• Removes the TLGSR layer on Syria; the targeted PAARSS (31 CFR Part 569) list-based program is not touched by this rule.
• Housekeeping-scale in itself (no tariff, quota or licence-coverage figure disclosed); the register entry exists to record the end state of the SST layer.

Open questions

• Whether remaining Syria-related export-control or statutory SST-linked restrictions outside OFAC are conformed in later rules.
