Regulatory codification, not a new prohibition. E.O. 14404 (91 FR 25061, 7 May 2026) already imposed the sectoral blocking authority; part 516 gives it a place in the CFR under authority delegated to the Treasury Secretary. Because the text is abbreviated and the E.O. appendix will be removed once OFAC supplements the part, licensing terms, definitions and interpretive guidance are still to come.
Counterparties in Cuba's energy, defense, metals/mining and financial sectors remain exposed to blocking designation as under the E.O.; the rule itself carries no named targets and no general licenses. Watch for the supplemental part 516 rule, which is where wind-down and carve-out terms would appear.
