The regime's core authority covers:
- Persons and entities obstructing the DRC peace process
- Political and military leaders of armed groups in the DRC recruiting or
using children in hostilities
- Persons and entities supporting illegal armed groups in eastern DRC
through illicit trade of natural resources
- Parties aligned with corresponding UN Security Council Sanctions

Operational context
Eastern DRC (North and South Kivu) hosts both an active M23/Alliance Fleuve Congo (AFC) insurgency and a large share of the country's artisanal and industrial cobalt, tin, tantalum and gold supply chains. The EU regime increasingly moves listings from its autonomous DRC sanctions track into the annex implementing UN Sanctions Committee designations once the UN acts, which is a jurisdictional realignment (UN Chapter VII backing) rather than a new prohibition on EU persons.
