Regulatory basis
The Unverified List (UVL) is maintained by BIS under 15 CFR Part 744, Supplement No. 6. Key provisions:
- §744.15(a) — Triggers for UVL addition: BIS is unable to complete a pre-license
check or post-shipment verification due to reasons beyond US government control.
- §744.15(b) — Consequences: once listed, EAR licence exceptions are suspended for
shipments to that party; exporters must obtain a signed UVL Statement.
- §744.15(c)(2) — Removal trigger: BIS completes a satisfactory end-use check
confirming the party's bona fides.
Scope
UVL actions in this theme cover:
