Canada — SOR/2022-28 amends Special Economic Measures (Ukraine) Regulations to ban imports, exports and investment dealings with the so-called DNR and LNR regions

Mechanism

Territorial dealings ban under the Special Economic Measures Act, modelled on the existing Crimea prohibitions. Per the consolidated regulations, a later amendment (SOR/2022-202, 29 September 2022) replaced the DNR/LNR definitions with broader "occupied region" language; that amendment was read only through the consolidated text's amendment history, not its own gazette entry.

Downstream implications

• Canadian importers and exporters cannot trade goods with the two regions; GTA tags cereals, vegetables and fruit among affected sectors, but the regulation itself names no products.
• Parallel to US EO 14065 and the EU and Swiss measures filed in the same week.

Open questions

• Whether any permit pathway under the regulations has been used for these regions was not checked.
