Canada: SEMA Ukraine Regulations amendment (SOR/2022-202) — import/export and investment ban on occupied Kherson and Zaporizhzhia

Mechanism

SOR/2022-202 adds Kherson and Zaporizhzhia to the occupied-region prohibitions of the Special Economic Measures (Ukraine) Regulations: goods trade in both directions, investment dealing in property located in the regions, financial and tourism services, technical assistance, and docking of Canadian cruise ships (emergency exceptions apply). Companion listings of officials were made the same day.

Downstream implications

• Agricultural goods (GTA lists cereals, vegetables, fruit and nuts) sourced from the occupied regions are barred from the Canadian market.
• Extends Canada's regional-embargo template from Donetsk/Luhansk (Feb 2022) to the 2022 annexation claims.

Open questions

• The Gazette text discloses no trade value or tonnage, so severity is qualitative.
