This is the first of two correction notices (FR Doc 2023-18047, 88 FR 56763) in the erratum chain for the BIS final rule published August 14, 2023 (FR Doc 2023-17243, 88 FR 55021). The three-step chain:
1. August 14, 2023 — Original final rule (2023-17243, effective August 11): BIS amends 15 CFR Parts 738 and 742 to add China and Macau to NP2 licensing requirements under 15 CFR § 742.3(a)(2) and inserts "X" marks for China and Macau in the NP2 column of the Commerce Country Chart. 2. August 21, 2023 — First correction (2023-18047, this action): BIS publishes a correction notice correcting a typographical error in the Commerce Country Chart table as printed in the August 14 Federal Register. The corrected text itself contained a rendering error, necessitating a follow-on correction. 3. August 29, 2023 — Second correction (C1-2023-18047): BIS issues the definitive corrected version of the NP2 column entries for China and Macau in the Commerce Country Chart.
This action is procedural in character: it does not alter the licensing requirements established by the August 14 rule; it only addresses how the regulatory table was printed in the official register.
