Japan adds 14 Russian military entities and 10 third-country entities (China, India, Kazakhstan, Uzbekistan) to Russia-related export ban; destination-based ban on listed entities in China, India, Kazakhstan

Mechanism

Two instruments operate together. The MOFA notice (promulgated 21 June 2024) lists named entities; exports to listed Russian entities and to the listed Uzbek, Chinese, Indian and Kazakh entities are prohibited from 28 June. The amended Export Trade Control Order (Cabinet decision 21 June, promulgated 26 June) separately bans exports to listed entities when the destination is China, India or Kazakhstan, effective 3 July 2024. The METI release names the entity counts but not the entities; the lists sit in the MOFA notice.

Downstream implications

• Third-country designations put Chinese, Indian and Kazakh intermediaries inside Japan's export-control perimeter for the first time in this sequence of rounds; Japanese exporters need entity screening beyond Russia and Belarus.
• Item-level scope is entity-based, so no materials or sectors are tagged from the primary text.

Open questions

• The METI release does not name the designated entities; the MOFA notice was not retrievable from this VPS (403), so entity names are unverified here.
