Extends the FEFTA-based Russia export-prohibition regime beyond Russia and Belarus by listing individual third-country entities (UAE, Armenia, Syria, Uzbekistan in the METI list) as export-ban targets for items in Schedule 2, Section 3 of the Export Trade Control Order. This is an anti-circumvention measure: it targets transshipment routes rather than adding a new goods category. The GTA record lists the affected product coding as cereals, vegetables and fruit, which reflects GTA's HS tagging of the measure rather than the scope of the METI text; the ban concerns industrial and dual-use items.
