The underlying IFR (not separately filed in this register yet) is the substantive action: it moves the reasons for control on "specially designed" parts, components, accessories, and attachments under ECCNs 9A004.x and 9A515.x from NS1/RS1 (the most restrictive national-security and regional-stability controls on the Commerce Country Chart) to NS2/RS2. The shift eliminates licensing requirements for those items to roughly 40 destinations that do not face NS2 controls. A companion BIS final rule (FR Doc 2024-23932) separately removes licensing requirements on certain remote-sensing, space-based logistics, assembly, and servicing spacecraft (ECCNs 9A515.a.1, .a.2, .a.3, .a.4, .g) destined for Australia, Canada, and the United Kingdom.
