JOIN(2025) 9 final is a Joint Communication of the European Commission and the High Representative — a strategic policy document rather than binding EU law. It does not amend an existing Regulation or Directive but operates within the existing legal space of NIS2 (Directive 2022/2555) and the Critical Entities Resilience Directive (2022/2557), which it complements with a cable-specific layer.
Cable Security Toolbox — A catalogue of preventive, detection, response/recovery, and deterrence measures to be coordinated through Member States, ENISA, and EU diplomatic channels. Each pillar addresses different risk scenarios: sabotage by state-sponsored actors, accidental damage, cascading outage from single-point concentration, and inadequate repair-ship capacity in European waters.
Cable Projects of European Interest (CPEIs) — A designated list of priority cable routes and redundancy projects qualifying for accelerated EU funding access. These cover cross-border subsea diversification routes within and adjacent to Europe, with particular emphasis on north-Atlantic and Baltic-Mediterranean corridors affected by 2023–2025 incidents.
€347 million CEF Digital allocation — Concrete public investment under the Connecting Europe Facility Digital strand, the largest single EU envelope ever dedicated to subsea cable infrastructure. Funding targets new cable routes, landing station diversity, and European repair-ship capacity (a strategic gap exposed when the Baltic incidents required non-European assets).
EU-NATO Task Force alignment — The plan operationalises follow-on workstreams from the EU-NATO Task Force on Resilience of Critical Undersea Infrastructure, providing an institutional bridge between EU civilian coordination (DG CNECT, ENISA) and NATO's collective-defence planning for undersea assets.
Attribution and diplomatic-response framework — For the first time at EU level, the plan establishes a structured process for attributing cable-sabotage incidents to state actors and coordinating diplomatic responses, including coordinated public attribution, asset-targeted measures, and outreach to third-country partners.
