Since the April 2023 outbreak of civil war between Sudan's Armed Forces (SAF) and the Rapid Support Forces (RSF), hundreds of former Colombian soldiers have travelled to Sudan to fight for the RSF, serving in combat and technical roles (drone operators, snipers, translators) in battles across the country, including at El-Fasher. OFAC's designation targets the recruitment pipeline rather than the RSF itself: A4SI (Colombia) recruited and trained the fighters, while Talent Bridge S.A. (Panama, formerly Global Staffing S.A.) served as a contracting intermediary between A4SI and the end employer, structuring payments to obscure the chain of liability. This is the fourth E.O. 14098 tranche in the register (see us-sudan-sanctions-architecture theme) and the first to target the mercenary-recruitment supply chain specifically, rather than direct combatants, financiers, or gold-trade networks.
