GOEIC (the General Organization for Export & Import Control, Egypt's export-licensing regulator under the Ministry of Investment and Foreign Trade) publishes an annual export circular renewing the restriction on HS 85079010 (lead-acid battery parts and separators). Under Circular No. 2 of 2026, only companies whose industrial registration certificate (issued by the Industrial Development Authority) explicitly lists "lead battery parts" as a production activity may export the tariff line directly — third-party export/trading offices and non-producing intermediaries are excluded from handling it on producers' behalf. The circular also keeps in force an export duty of EGP 3,000 per tonne on the category.
This is not a new policy: Egypt first banned export of the category outright in September 2023 (Ministerial Resolution No. 370/2023, valid to end-March 2024), then replaced the outright ban with the current fee-plus-producer-only model via Resolution No. 63/2024, amended by Resolution No. 350/2024. GOEIC has since renewed the same restriction annually; Circular No. 2/2026 is this year's renewal, running 2 January 2026 to 1 January 2027.
The underlying material is scrap/recovered lead feedstock recycled into new battery components — a strategic input for Egypt's domestic lead-acid battery manufacturers (used in automotive and backup-power/energy-storage applications). Restricting the feedstock to verified domestic producers and taxing any residual export flow is a classic upstream-retention measure: it keeps recovered lead inside the domestic battery supply chain rather than letting it flow to export markets.
