The Department of State amends 22 CFR §126.1 of the ITAR (22 CFR Parts 120–130) to specify that the Republic of Cyprus's designation as a proscribed destination for defense articles and defense services is suspended for a further twelve months, October 1, 2026 through September 30, 2027. This is a procedural renewal, not a new policy decision: the State Department originally lifted the Cyprus arms embargo effective October 1, 2022, following a series of temporary suspensions dating to FY2021, and has renewed the suspension annually since (including the FR Doc 2023-19851 renewal published September 14, 2023). BIS separately codified the removal of Cyprus from EAR Country Group D:5 in a May 2024 conforming rule (2024-05-10-us-bis-ear-conforming-changes-cyprus-d5), which handles the dual-use side of the same underlying State Department policy.
