Material regime perimeter

Every material referenced in ≥1 IPTM action's target_materials field, ranked by composite exposure: severity × recency-weight (5y linear, floor 0.3). Companion to /actions/sectors and /actions/exposure on the materials axis.

High score = the material is a contested chokepoint in the geoeconomic regime (gallium / germanium / heavy rare earths at the China minerals counter-strike; lithium / cobalt / graphite at the IRA + EU CRMA intersection). Where a curated dossier exists, the row links into the /minerals atlas; otherwise it links to the action-register filter.
