High score = sector is the centre of multiple government regimes simultaneously (semiconductors at the trilateral chip-equipment perimeter; EV batteries at the IRA/EU CRMA/China-EV CVD intersection). The number of distinct issuers is a separate signal — issuer breadth is what distinguishes a coordinated multilateral perimeter from a single-jurisdiction concern.
