3. Associated market-access instruments — Sustainable Fisheries Partnership Agreements (SFPAs) and their protocols, which grant EU vessel access to third-country waters in exchange for financial contributions and regulatory commitments; non-renewal or suspension of SFPAs often interacts with IUU carding proceedings.
Why a dedicated theme
No prior IPTM actions covered fisheries, IUU, or seafood trade controls. The 2023/2842 regulation acts as the foundational instrument for all subsequent EU fisheries actions — card decisions, CATCH implementation acts, and SFPA-linked trade developments all operate within its amended framework. Clustering these together supports cross-reference analysis and tracks the trajectory of the EU's escalating import-compliance requirements.
