The UK operates general export licences (OGELs) as a friction-reducing mechanism for defined categories of exports: a registered exporter uses the general licence instead of filing an individual application per shipment. Two multinational defence-industrial partnerships now run on this mechanism outside the AUKUS architecture:
1. Global Combat Air Programme (GCAP) — the UK-Italy-Japan next-generation fighter programme. An OGEL for GCAP design, development, production, maintenance, trials and testing has existed since August 2024 and is periodically revoked and reissued as the programme's scope evolves. 2. Agreement on Defence Export Controls — a UK-France-Germany- Spain treaty (published as UK Treaty Series 13.2026, 10 December 2025) applying a 20%-of-final-system-value "de minimis" principle: below that threshold, cross-border authorisation for integration into another Contracting Party's system is granted "without delay." The UK's domestic OGEL implementing this principle was published 9 September 2026.
