food-security-export-controls captures border instruments — export bans, quotas, and duties on staple foodstuffs and their key inputs (fertilizer, grain, sugar), motivated by domestic price stabilisation. Those are trade-restrictive by construction: they act directly on cross-border flows.
This theme captures the mirror-image, demand-side instrument family: governments subsidizing or directing procurement of agricultural inputs (chiefly fertilizer) to smallholder or priority producers, for the same underlying food-security policy logic, but without an export or import restriction as the mechanism. The trade effect is indirect — subsidized/in-kind domestic distribution crowds out a slice of demand that foreign input suppliers would otherwise compete for — but the instrument itself is a budget/procurement programme, not a border measure.
