A small but structurally distinct cluster of climate-policy instruments that create or extend explicit carbon-price-bearing infrastructure. Two sub-families coexist within the theme:
Why this is its own theme
The Western industrial-policy stack (western-industrial-policy-stack) is dominated by subsidy and investment-tax-credit mechanisms (CHIPS, IRA, K-Chips, EU Chips, CRMA, JASM/Kumamoto). It currently also hosts CBAM filings as the nearest fit, but CBAM and its analogues operate via a different instrument family — they impose a price on embedded emissions of imported goods rather than subsidise domestic production.
The EM resource-nationalism cluster (em-resource-upstream-capture) is motivated by upstream value-add capture — Indonesia's hilirisasi doctrine, DRC cobalt quotas, Zimbabwe's lithium-concentrate ban. Vietnam's domestic carbon exchange operates on a different policy logic again: internalising carbon externalities through tradable allowances and credits, with downstream effects on production cost, export competitiveness (CBAM-deductibility), and the ability to attract net-zero-aligned capital.
The downstream-impact channel is also distinct from either parent theme:
1. Compliance-cost pass-through. Covered installations face marginal abatement-cost-driven allowance prices that flow through to product prices in cement, steel, fertiliser, thermal power and (eventually) chemicals. 2. CBAM linkage. Domestic carbon prices in exporter jurisdictions are deductible against EU/UK CBAM levies, creating a structural incentive for emerging-market exporters to stand up domestic ETS infrastructure (China ETS 2021, Korea K-ETS 2015, Indonesia IDXCarbon 2023, Vietnam 2026). 3. FDI / disclosure signal. A regulated carbon market is a prerequisite for ISSB-aligned disclosure and net-zero capital allocation in EM portfolios.

1. 2026-01-19 Vietnam Decree 29/2026/ND-CP — Government of Vietnam decree establishing the regulatory architecture for the domestic carbon trading exchange. HNX runs the platform; VSDC handles registry / custody / settlement. Pilot phase to 31 December 2028; full commercialisation from 1 January 2029. Severity 3.
