states against Israel specifically over the Gaza war.
- Measures enforced administratively/operationally (port-authority
instructions, verbal directives) as well as those backed by a published legal instrument, where identified.
Why it's a distinct theme (vs. eu-israel-gaza-restrictive-measures)
- The EU theme is explicitly scoped to EU member-state legislated
instruments (e.g. Spain's Real Decreto-ley 10/2025) and is built to absorb further EU/member-state action specifically.
- Non-EU sovereign action (Türkiye, and potentially others) follows a
different legal architecture — often administrative/operational rather than statutory — and a different trigger set, so it needs its own theme rather than stretching the EU theme's scope.
